The Origins of Scientology Fair Game: An Obscure 1954 Manifesto Written by L. Ron Hubbard

Description: Jeffrey Augustine shows the origins of Scientology’s Fair Game Tactics and Policies. In doing so, he makes an argument that Scientology should be classified as a Terrorist Organization by the US Government and other governments.

Augustine shows how the origin and design of Scientology’s Fair Game policy and tactics go back to a 1955 article written by L. Ron Hubbard. Entitled, A Manual on the Dissemination of Material, this article appeared in a Scientology journal entitled Ability Major, Edition 1, a PDF of which is posted at the bottom of this article.

Hubbard and Scientology’s view is that governments are insane and must be treated as enemies. As described in Hubbard’s written policies, handling enemy governments calls for Scientology’s Office of Special Affairs and its hired agents to engage in espionage, infiltration, and other illegal acts.

L. Ron Hubbard and Scientology consider governments to be insane and therefore enemies to be opposed:

117-118. OSA NW ORDER 19 WILLFUL FALSE REPORTS Internal policy labeled “Secret” that expands upon the Hubbard’s theory that governments are insane and therefore an enemy that needs handled. Defines how the information received in government files is to be dealt with. Originally written by LRH on 21 Jan 1975, Reissued on 18 Feb 1988 as OSA NW Order.

Based upon Scientology’s radicalized and adversarial view towards all governments, along with its documented history and current lawbreaking behavior expressed in terms of Fair Game towards its enemies; human trafficking;  its covering up of serious internal crimes include rape and credit card fraud, Augustine argues that the US and other governments should classify Scientology as a Terrorist Organization.

Augustine’s call for Scientology to be classified as a terrorist organization is grounded in the Illegality Doctrine of the United States.

In the case Bob Jones University v. United Stats 461 U.S. 574 (1983) at 598, the court stated the the Illegality Doctrines “acts as a check to assure that the federal government does not support through tax exemption an organization engaged in behavior the government is charged with preventing….”

Scientology’s OSA agents have to be trained in Hubbard’s Fair Game policies and tactics. These policies and tactics are codified into what is called a “Hat Pack” which is a Scientology term for a training manual.

The OSA training manual was leaked online by former OSA agent Frank Oliver and is called The Frank Oliver Hat Pack.
